Keynote Speakers

Pete Gaynor

Pete Gaynor is an accomplished executive with over 14 years of exemplary leadership in

Emergency Management and Homeland Security at the local, state, and federal levels. He has

demonstrated his capabilities by leading responses to a wide variety of challenging disasters,

including over 300 presidentially declared emergencies and major disasters during his tenure as

the Acting Secretary of Homeland Security, FEMA Administrator, and Deputy FEMA

Administrator. Prior to his illustrious career in emergency management, Pete served with

distinction for 26 years in the United States Marine Corps as both an enlisted Marine and a

commissioned officer.


Jake Shores

Jake Shores possesses a wealth of experience in the field of emergency management, which he

currently practices through his roles as the National Quality Manager for Global Medical

Response and the Local Government Emergency Management Advisory Council Chair, a

governor-appointed position that provides advice and recommendations to the Oregon

Department of Emergency Management. With a background as a Paramedic, Clinical Quality

Improvement Coordinator, and Emergency Manager with American Medical Response, Jake has

honed his expertise in disaster planning and response, medical response, quality improvement,

and training and exercise development.


Anthony Escoto

Anthony Escoto is an esteemed Emergency Management Subject Matter Expert with extensive

experience in training, exercise design, logistics, team development, operations coordination,

and communications. He currently serves as the New York City Emergency Management CERT

Training and Exercise Program Manager, where he leverages his expertise to enhance

preparedness and resilience. Prior to his transition into emergency management, Anthony had a

distinguished career as a United States Army Signal Support System Specialist and Combat

Engineer, honing his skills in high-pressure environments.


Barry Moss

Barry Moss is a highly respected Emergency Management Subject Matter Expert with a

distinguished background in emergency readiness and response. He currently holds the position

of Head of Emergency Preparedness, Resilience, and Response at the West Suffolk NHS

Foundation Trust and is the Managing Director of BWM Consulting. Barry's expertise spans

global CBRN counter-terrorism capability development, security risk management projects, and

lockdown preparedness and training for educational institutions. His extensive career in

emergency management is complemented by his 24 years of military service, during which he

specialized in operational planning, CBRN capability development, combat recovery, and training

design, development, and delivery.
